【摘要】:Thisstandardisapplicabletoalloperationofandworkactivityon,with,ornearelectricalinstallations.Theseareelectricalinstallationsoperatingatvoltagelevelsfromandincludingextra-lowvoltageuptoandincludinghighvoltage.Thislattertermincludesthoselevelsreferredtoasmediumandextra-highvoltage.Theseelectricalinstallationsaredesignedforthegeneration,transmission,conversion,distributionanduseofelectricalpower.Someoftheseelectricalinstallationsarepermanentandfixed,suchasadistributioninstallationinafactoryorofficecomplex,othersaretemporary,suchasonconstructionsitesandothersaremobileorcapableofbeingmovedeitherwhilstenergizedorwhilstnotenergizednorcharged.Examplesareelectricallydrivenexcavatingmachinesinquarriesoropen-castcoalsites.Thisstandardsetsouttherequirementsforthesafeoperationofandworkactivityon,with,orneartheseelectricalinstallations.Therequirementsapplytoalloperational,workingandmaintenanceprocedures.Theyapplytoallnon-electricalworkactivitiessuchasbuildingworkneartooverheadlinesorundergroundcablesaswellaselectricalworkactivities,whenthereisariskofelectricaldanger.Thisstandarddoesnotapplytoordinarypersonswhenusinginstallationsandequipment,providedthattheinstallationsandequipmentcomplywithrelevantstandardsandaredesignedandinstalledforusebyordinarypersons.Thisstandardhasnotbeendevelopedspecificallytoapplytotheelectricalinstallationslistedbelow.However,iftherearenootherrulesorprocedures,theprinciplesofthisstandardshouldbeappliedtothem–onanyaircraftandhovercraftmovingunderitsownpower,(thesearesubjecttoInternationalAviationlawswhichtakeprecedenceovernationallawsinthesesituations);–onanyseagoingshipmovingunderitsownpower,orunderthedirectionofthemaster,(thesearesubjecttoInternationalMarinelawswhichtakeprecedenceovernationallawsinthesesituations);–electronictelecommunicationsandinformationsystems;–electronicinstrumentation,controlandautomationsystems;–atcoalorothermines;–onoff-shoreinstallationssubjecttoInternationalMarinelaws;–onvehicles;–onelectrictractionsystems;–onexperimentalelectricalresearchwork.
